Combi-wall installation - CIPA Lumber
Notice of Determination
Delta, B.C. – October 7 2025 – The Vancouver Fraser Port Authority has determined that the proposed Combi-wall installation - CIPA Lumber located at 797 Carlisle Road, Delta BC is not likely to cause significant adverse environmental effects
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Best efforts were made to consult the following Indigenous groups:
- Katzie First Nation
- Kwantlen First Nation
- Kwikwetlem First Nation
- Musqueam Indian Band
- S'ólh Téméxw Stewardship Alliance
- Semiahmoo First Nation
- Tsleil-Waututh Nation
- Tsawwassen First Nation
- Cowichan Tribes
- Halalt First Nation
- Penelakut Tribes
- Lyackson First Nation
- Stz'uminus First Nation
- Ts'uubaa-asatx
The port authority received comments during Indigenous consultation relating to invasive species, water quality monitoring, noise, refuelling, and spill kits. The conditions in the permit, including a requirement to carry out the Project in accordance with the construction environmental management plan provided by the Permit Holder, have addressed the comments.
Based on the record of consultation, the port authority is of the view that the duty to consult has been met.
The project was posted to the Canadian Impact Assessment Registry on July 28, 2025 for public comment. The comment raised were:
- Concern about the impact to fish and wildlife habitat, and general impacts related to the project.
Mitigation measures and/or permit conditions taken into account in making the determination include:
- All works will be carried out in accordance with a Construction Environmental Management Plan.
- A qualified environmental professional will be retained to monitor works and activities with the potential to negatively affect fish or fish habitat.
- Piles will installed using vibratory or drop hammer. Other pile installation methods are not allowed without approval from the the Port Authority.
- The barge and other support vessels will be prevented from grounding on the foreshore, or otherwise disturb the foreshore.
- The works will not deposit a deleterious substance in water inhabited by fish, or affect fish or fish habitat in a manner contrary to the Fisheries Act.
- There will be no in-water works during the fisheries sensitive period from March 1 to June 15, inclusive.
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
