Notice of Transition to the Impact Assessment Act

Ottawa — December 17, 2025 — In accordance with subsection 181(3) of the Impact Assessment Act (IAA), the Impact Assessment Agency of Canada (IAAC) has decided to continue the assessment of the Joyce Lake Direct Shipping Iron Project, which has been undergoing an environmental assessment under the Canadian Environmental Assessment Act, 2012, as an impact assessment under the IAA.

On November 20, 2025, Joyce Direct Iron Inc. (the proponent) notified IAAC that it will not be able to provide the information or studies required for the project's environmental assessment within the legislated time limit, which was previously extended to December 31, 2025. The proponent requested that the project be continued under the impact assessment process and provided a workplan indicating how it intends to submit the required information to IAAC. As requested, the new deadline for the proponent to provide all relevant information or studies required by IAAC is November 3, 2027.

At a later date, IAAC will provide the proponent with instructions on the information that will be required for the assessment under the IAA.

In posting this notice, any step related to the assessment of the project completed following December 17, 2025, will be taken under the IAA.
