Notice of Determination

December 11, 2025 – The Greater Toronto Airports Authority has determined that the proposed Terminal 3 Aircraft Gating Equipment Replacement Project located at Toronto Pearson International Airport is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

· Impacts on rights of Indigenous peoples.

· Indigenous knowledge.

· Community knowledge.

· Comments received from the public; and

· Technically and economically feasible mitigation measures.

 

Mitigation measures taken into account for this determination are:

General

  • All work to be conducted in compliance with the Toronto Pearson Airport Construction Code.
  • All activities at the airport are conducted in an environmentally responsible manner as per Toronto Pearson's Environmental Management System and policies.
  • The location of the work is an already developed area.

The following Environmental Management Plans have been developed and will be adhered to:

  • Erosion and Sediment Control Management Plan
  • Hazardous Substances and Hazardous Waste Management Plan
  • Spill Prevention and Emergency Response Plan
  • Dust and Air Quality Management Plan
  • Noise and Vibration Management Plan

 

The Greater Toronto Airports Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Greater Toronto Airports Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
