Notice of Determination
Vancouver, B.C. – August 19, 2025 – The Vancouver Fraser Port Authority has determined that the proposed pile installation to support dock replacement project – Saam Towage located at 2215 Commissioner Street is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Best efforts were made to consult with Musqueam Indian Band, S'ólh Téméxw Stewardship Alliance, Squamish Nation, and Tsleil-Waututh Nation. No comments relating to the project were received from First Nations groups.
The project was posted to the Canadian Impact Assessment Registry on July 4, 2025 for public comment. No comments were received.
East Vancouver Port Lands (EVPL) committee members from the City of Vancouver (the City) and LB LNG Constructors General Partnership, the adjacent tenant, were notified of the project. No comments were received from the adjacent tenant however the comments raised by EVPL committee members from the City were related to:
- Potential city impacts including noise and traffic implications.
Mitigation measures and/or permit conditions taken into account in making the determination include:
- Compliance and abidance of all applicable statutes, laws, regulations including all applicable environmental, labour and safety laws and regulations.
- Works would be taking place in the water lot using vibratory pile driving methods during regular construction hours
- No traffic implications within the City
- No disturbance of the seabed outside the Project site
- Distribution of a construction notification to residents and businesses within 400 metres of the project site.
- All works will be carried out in accordance with a construction environmental management plan.
- Notification of any complaints received from the community and stakeholders during construction
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
