West upper promenade renewal - Canada Place
Notice of Determination
Vancouver, B.C. – June 26, 2025 – The Vancouver Fraser Port Authority has determined that the proposed West Upper Promenade Renewal – Canada Place, located at 999 Canada Place is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Best efforts were made to consult with Musqueam Indian Band, S'ólh Téméxw Stewardship Alliance, Squamish Nation, and Tsleil-Waututh Nation. Comments centered around spills, spill kits, and refueling.
The project was posted to the Canadian Impact Assessment Registry on May, 12, 2025 for public comment. No comments were received.
The City of Vancouver (The City) was notified. The City indicated no concerns and noted that a "Construction Street Use Permit" would be required from the city should the Applicant require access to the street for staging purposes.
Mitigation measures and/or permit conditions taken into account in making the determination include:
- All works will be carried out in accordance with a construction environmental management plan
- A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up
- A construction notification to businesses within 200m of the site will be distributed
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
