December 8, 2025 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) is undertaking the construction of a third hangar bay and its related apron, fueling and defueling infrastructure, and supporting works north of Hangar 1 at 8 Wing Canadian Forces Base (CFB) Trenton. The construction footprint of the Project is approximately 28 ha.

The Project Site encompasses land situated north of Globemaster Way, south of the rail corridor, and bounded by the former Firefighter Training Area and Golf Club Road, in addition to one stockpile located in the North Property (north of the CPKC tracks). No ground disturbance is proposed between the Project Site and the stockpile location; all Project activities occurring between these locations will be limited to transporting material by truck along existing roadways.

Project Components to be constructed in the Project Site include the following:

• Third Hangar Bay expansion and associated utilities
• Fueling and Defueling Infrastructure, including 3 tanks, pump house and bowser garage
• Globemaster Way realignment
• Meyers Creek Tributary realignment, including a new culvert
• North Property stockpile
• Potential concrete plant
• Western Chorus Frog breeding habitat creation
• Meyers Creek rehabilitation

The Project consists of the following phases:

Site Preparation: This phase will include tree clearing, vegetation removal, grubbing, and earthworks on the Project Site to prepare construction areas. Soils to be reused for construction will be stockpiled. Unused soils will be handled in accordance with the governing regulations and will be stored at stockpile locations.

Construction: This phase will include the realignment of Globemaster Way and the realignment of a Tributary of Meyers Creek to enable the construction of a third hangar bay and its related apron, north of Hangar 1. This phase will also include the construction of a Fueling and Defueling Infrastructure. In addition, ancillary project work includes managing contaminated soil, sediment, or groundwater, and addressing areas needing more vegetation removal or other impacts. Examples include roads, utilities, laydown, or storage spaces during construction.

Site Restoration: This phase will consist of reinstating and restoring all areas disturbed by the construction of the Project and the construction of compensatory restoration areas. Western Chorus Frog breeding habitat will be created near Meyers Creek, in addition to creek rehabilitation works to improve quality and productivity of this watercourse. This will include the construction of in-stream grade controls and bank vegetation/stabilization following natural channel design principles. This phase will be completed after completion of the construction phase. All areas disturbed during construction will be restored and stabilized (i.e., vegetated) once associated construction activities are complete. All temporary measures, including silt fencing, dewatering systems, disposal bins, site trailers, lighting, and other general conditions, will be removed during this phase. In addition, a final clean-up will be conducted to address any remaining loose material on site.

Operations: During the operations phase, activities will include the regular use of heavy equipment and aircraft, ongoing waste management, emergency preparedness for spills, and seasonal tasks such as snow clearing and ice management, much like those performed at existing hangar facilities. Integral to this phase is the operation of the newly constructed Fueling and Defueling Infrastructure, which will support refueling activities and storage, on-going compliance with safety and environmental protocols, and facilitate efficient fuel distribution to the expanded hangar bay. The Fueling and Defueling Infrastructure will play a key role in maintaining uninterrupted operations and supporting the increased capacity and complexity of aircraft movements throughout CFB Trenton.

Decommissioning and Abandonment: No decommissioning phase is anticipated. In the unlikely event that the Project ceases to operate, DND would be responsible for decommissioning in accordance with applicable regulations as required at the time.
