Gatineau – December 8th, 2025 –Global Affairs Canada has determined that the proposed project FEMINACT is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors: 

  • technically and economically feasible mitigation measures. 

Mitigation measures taken into account for this determination are:  

  • To ensure functioning of the pipelines, proper alignment and grading of buried pipelines, backfilling with minimal compaction, coordination with farmers to avoid crop damage, and safety signage during excavation will be implemented.
  • To minimize environmental impacts, the partners will collect and properly dispose of packaging and construction waste; use minimal excavation for mounting structure; provide user training on safe system use and maintenance; & monitor environmental compliance through field visits and checklists.
  • As monitoring initiatives, post-construction inspections will be conducted by Oxfam engineers and the Directorate of Water Resources (DoWR). Community Committees and farmers will report faults. Maintenance handled by DoWR with Oxfam support during project lifetime.

Global Affairs Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects. 

Therefore, the Global Affairs Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
