YMX International Aerocity of Mirabel - Construction of a parking lot for the customers of Les investissements Nolinor Inc.
Notice of Determination
December 2, 2025 – ADM Aéroports de Montréal and Environment and Climate Change Canada have determined that the project to build a parking lot for Les investissements Nolinor Inc.'s customers at YMX International Aerocity of Mirabel is not likely to cause significant adverse effects on the environment by applying the mitigation measures provided for in the project.
This determination is based on the following factors:
- Mitigation measures that are technically and environmentally feasible below;
- Community knowledge;
- Knowledge and impacts on the rights of Indigenous peoples.
The mitigation measures considered in this determination are as follows:
Fauna and flora
- Restriction periods: Cutting and disturbance of vegetation is prohibited between mid-April and the end of August to protect nesting.
- Biological controls: Inspection by a biologist before work begins to confirm the absence of active nests.
- Protection of sensitive species: Consultation with federal/provincial authorities regarding the presence of special-status species and implementation of best management practices.
- Habitat management: Limit traffic outside designated areas to reduce impacts on natural environments.
Water quality
- N/A because there are no streams or wetlands nearby.
Soil quality
- Impervious surfaces: Store hazardous products on sealed areas.
- Traceability: Tracking of soils moved via Traces Québec.
- Management of contaminated soils: Disposal in accordance with regulations and periodic assessments.
Air quality
- Dust reduction: Application of dust suppressants on unpaved areas and visual monitoring.
- Equipment maintenance: Use of vehicles that comply with standards to limit emissions.
GES
- GHG emissions: Monitor inventories according to ISO 14064-1 and implement reduction measures (e.g. energy optimization).
Other measures
- Hazardous materials management: Secure tanks and disposal of hazardous residues.
- Incident response plan: Identify those responsible and first actions in the event of an environmental event.
- Monitoring and follow-up: Regular checks and quarterly reports to ensure compliance.
Accordingly, ADM Aéroports de Montréal and Environment and Climate Change Canada may exercise their powers, duties and functions to enable the project to proceed.
