November 21, 2025 - ADM Aéroports de Montréal, with the support of the Canada Infrastructure Bank, has determined that the project to add an annex building to the domestic jetty at YUL Montreal-Trudeau in order to increase the capacity of the baggage handling capacity and improve passenger services is not likely to cause significant adverse environmental effects by implementing the mitigation measures provided for in the project.

This determination is based on the following factors:

  • The new building will be built on a fully developed site dedicated to airport activities (aircraft parking and service vehicle traffic) and will be an extension to the existing terminal;
  • Mitigation measures that are technically and environmentally feasible below;
  • Community knowledge;
  • Knowledge and impact on the rights of Indigenous peoples.

The mitigation measures considered in this determination are as follows:

Air quality:

  • Water/sweep/vacuum surfaces to capture dust generated by sawing, cutting, demolition of structures and debris handling operations at the source.

Water quality:

  • Implement strategies to minimize the input of sediment or other contaminants into the water generated by the site's activities;
  • Recover and treat construction site water (groundwater, runoff, cleaning, watering,...) so that it complies with the City of Montreal's discharge standards.

Soil management:

  • Characterize the soil excavated during construction and manage it in accordance with applicable regulations.

Management of construction/demolition/renovation residues:

  • Implement a demolition residue management plan that promotes its recovery and reclamation.

Consequently, ADM Aéroports de Montréal may exercise its powers, duties and functions to enable the project to proceed.
