Dou Touloma - Woman, Pillar of the Family

Gatineau – November 3rd, 2025 – Global Affairs Canada has determined that the proposed project Dou Touloma is not likely to cause significant adverse environmental effects. 

This determination was based on a consideration of the following factors: 

• community knowledge; 

• comments received from the public; and 

• technically and economically feasible mitigation measures. 

Mitigation measures taken into account for this determination are:  

• To protect soil from contamination, sealed washing and drainage areas will be installed, and used oils will be collected in appropriate containers to prevent any infiltration of chemical products into the subsoil. 

• To preserve plant biodiversity, compensatory reforestation using local species will be carried out, accompanied by a plantation monitoring committee to ensure proper maintenance and sustainability. 

• To limit impacts on wildlife and its habitat, clearing activities will be restricted to areas already disturbed by human activity, and noisy operations will be avoided during sensitive periods for local fauna. 

• To protect water resources, latrines will be built at least 30 meters away from water supply points and equipped with sealed pits to prevent any contamination of groundwater. 

• To ensure the safe management of electronic waste, end-of-life equipment will be transported to authorized disposal sites, and stakeholders will be trained in secure handling procedures. 

• To reduce dust and greenhouse gas emissions, machinery will be regularly maintained and vehicle speed on construction sites will be limited to 30 km/h. 

• To prevent health risks associated with pesticide use in storage facilities, cooperative members will be trained in best fumigation practices and the safe use of approved chemical products. 

• To ensure sustainable management of solid and liquid waste, waste bins will be installed on site, waste will be sorted by type, and appropriate recycling or safe disposal measures will be applied. 

Global Affairs Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects. 

Therefore, the Global Affairs Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
