Notice of Intent to Make a Determination

Sturgeon Lake First Nation Child and Family Service Centre  - Public Comments invited

October 22, 2025 - Indigenous Services Canada must determine whether the proposed Child and Family Service Centre, to be located on Sturgeon Lake First Nation, is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

Proposed Project

Sturgeon Lake First Nation is proposing the construction of a new Child and Family Service Centre for their CFS agency to provide programs and services for Sturgeon Lake children and families.  A five acre site located southeast from the existing Band Office will be home to the new facility. The Administrative Building is projected to have an 1,100 square metre footprint with a gross building area of 1,903 square meters spread over two stories. Vehicular circulation is provided on-site with modest sized driving lanes amidst a large parking lot designed for 62 parking spaces with 3 of those serving people with disabilities. The site is designed to have a dedicated area for deliveries and loading at the rear of the building.  An external 260 square metre garage/storage building and fenced compound is also being planned to safely house and store CFS Agency vehicles and equipment.  

 

The foundation design will require site excavation to proceed, first removing the topsoil (which will be stockpiled onsite and used for finishing site grades and reseeding activities) and then removing excess soil materials to make way for a concrete foundation that is reinforced and secured by steel helical piles at key loading and weight bearing intervals.  The building will be constructed primarily of steel and structural concrete, with finishes consisting of exposed raw wood in specific locations (i.e. cultural room)  Exterior finishes are expected to consist of stone accents and metal siding, with steel roof panels. Landscaping will include concrete sidewalks, select platings that consist of plants that are commonly found in this area of the province.

 

Site services are to be provided by communal water and sewer systems, with interconnection to existing roadways and walking trails. Crown utilities are already proximate to the development site and will be extended as construction proceeds. It is estimated that this project will take up to 24 months to complete, which is dependent on weather, availability of material and labour, and other risks that are outside of the community's control.
