YUL Montreal-Trudeau International Airport - Access, Multi-level Parking, and Drop-off Area Development ("The Project")
October 21, 2025 – ADM Aéroports de Montréal, with the support of the Canada Infrastructure Bank, has determined that the project to demolish the multi-level parking lot and build new drop-off areas, footbridges and a new multi-level parking lot are not likely to cause significant adverse effects on the environment by applying the mitigation measures provided for in the project.
This determination is based on the following factors:
- Mitigation measures that are technically and environmentally feasible below;
- Community knowledge;
- Knowledge and impact on the rights of Indigenous peoples.
The mitigation measures considered in this determination are as follows:
Soundscape:
- Favor the least noisy work methods.
Air quality:
- Water/sweep/vacuum surfaces to capture dust generated by sawing, cutting, demolition of structures and debris handling operations at the source;
- Water unpaved roads and clean/sweep paved roads to prevent dust caused by heavy equipment traffic.
Water quality:
- Implement measures to minimize the input of sediment or other matter into the water from the site's activities;
- Recover and treat construction site water (groundwater, runoff, cleaning and watering) so that it complies with the City of Montreal's discharge standards;
- Establish a new water retention basin that will contain and better control water during heavy rainfall.
Soil management:
- Characterize the soil excavated during construction and manage it in accordance with applicable regulations.
Management of construction/demolition/renovation residues:
- Implement a demolition residue management plan that promotes its recovery and reclamation.
Consequently, ADM Aéroports de Montréal may exercise its powers, duties and functions to enable the project to proceed.
