Camp Fortune: Construction of a New Lodge for Ski Instructors – Public Comments Invited
October 7, 2025 – The Business Development Bank of Canada (BDC) must determine whether the proposed construction of a new lodge for ski instructors, located in Chelsea, Quebec is likely to cause significant adverse environmental effects.
To help inform this determination, BDC is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project
Camp Fortune (300 Chemin Dunlop, in Chelsea, Quebec, J9B 2N3) proposes to demolish the existing first aid station building and construct a new lodge for ski instructors (+/- 330 m2) within a small area of the gravel parking lot and forest edge north of Fortune Creek and south of the hydro corridor.
The new lodge will be built mostly within the same footprint. An excavator will dig down to the bedrock for the foundation at the back of the lodge and keep the same level as the old lodge elsewhere. A small area adjacent to the lodge footprint within the existing parking lot will be used for storage and staging of construction materials, and construction hoarding (i.e. fencing) will be utilized to contain the site.
The footprint has been designed to minimize tree removal to the extent possible.
Work is proposed to happen in 2025-2026. There will be no closure or reduction of public facilities or access detours due to the project.
Camp Fortune offers a variety of skiing over three peaks. It has 24 runs for different skill levels, seven lifts, and twelve lit runs for skiing at night. The ski school offers both private and group lessons available to all. Camp Fortune sits on federal lands in Gatineau Park. This new lodge will help retain workers and give them a safe space to meet, prepare for and plan snow school program.
