YUL Montreal-Trudeau International Airport - Replacement of a section of the airport site fence
Notice of Determination
September 29, 2025 – ADM Aéroports de Montréal has determined that the project for the replacement of a section of the airport site fence at YUL Montreal-Trudeau International Airport is not likely to cause significant adverse environmental effects by applying the mitigation measures provided for in the project.
This decision is based on the following factors:
- Mitigation measures that are technically and environmentally feasible below;
- Community knowledge;
- Knowledge and impacts on the rights of Indigenous peoples.
The mitigation measures considered in this determination are as follows:
Construction and machinery management
- Circulate only on defined routes within the intervention zones.
- Minimize topsoil and vegetation removal.
- Avoid moving or storing materials on the preserved living vegetation.
- Use biodegradable oils in motorized equipment within 30 m of water environments.
- Refuelling, maintenance and washing of machinery more than 30 m from water environments.
Vegetation protection
- Preserve existing vegetation (trees, shrubs, herbaceous plants) that does not interfere with the work.
- Limit deforestation and avoid disturbance of adjacent vegetation.
- Cut roots and branches cleanly.
- Rearrange weathered areas to promote natural recovery without leaving the soil bare.
- Restore vegetation on compacted areas to improve infiltration.
Materials and debris management
- Transport trunks and debris to identified storage areas without damaging vegetation.
- Quickly transport wood waste to an authorized disposal site.
Invasive Species Control
- Excavate soils with rhizomes for small clones and send them to landfill or bury clones in place under 1 m of healthy clay soil without rhizomes.
Protection of water environments
- Restore riparian and littoral buffers with the same substrate or adapted native species.
- Implement measures to limit the input of sediment to watercourses, ditches and storm sewers.
- Maintain the effectiveness of measures during periods of flooding, rain or frost.
- Strip to minimize erosion.
- Protect outfalls from erosion (e.g., riprap, energy dissipators).
- Divert runoff water to sediment collection facilities.
- Protect disturbed ditches to prevent the migration of contaminants (e.g., membranes).
Planning and compliance
- Define the work methods in the contractor's environmental protection plan.
- Comply with the criteria of the MELCCFP's Regulation 2008-47 respecting water treatment.
- Provide protective and recovery equipment in case of spills.
Accordingly, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out.
