Redevelopment of an access path to reach monitoring wells – 3 Wing Canadian Forces Base Bagotville

September 29, 2025 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) has proposed a project. This project involves work execution as well as labour supply, materials and tools required for the redevelopment of an access road that is currently minimally developed and poorly maintained. The objective is to facilitate vehicular access to three piezometers located at the southern boundary of Canadian Forces Base (CFB) Bagotville, along the property fence.

The redevelopment will cover an approximate length of 700 meters and a width of 4 meters. The scope of work includes, but is not limited to, the removal of herbaceous vegetation (the area is already cleared of trees), extraction of tree stumps and roots, stripping of the topsoil layer, grading of the terrain, installation of geotextile, placement and compaction of a gravel base layer and a finishing layer. Although not anticipated, drainage ditches and culvert(s) may be installed if required. It should be noted that no off-site soil disposal is planned; however, imported fill will be necessary to construct the road foundation (base and surface layers).
