Notice of Intent to Make a Determination

Whitecap Dakota Nation Water Treatment Plant Upgrade & Wells Project - Public Comments invited

September 19, 2025 - Indigenous Services Canada must determine whether the proposed Water Treatment Plant Upgrade & Wells Project, to be located on Whitecap Dakota Nation, is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

Proposed Project

Whitecap Dakota Nation is proposing a new Water Treatment Plant Upgrade & Wells Project. Work includes new well development, new raw water pipeline, new water treatment plant building and reservoir. Building life is 50 years with other components for wells and treatment estimated to have a 10 year lifespan before replacement of upgrade.  The reservoir will be a concrete substructure sized for 861,793 L of potable storage,  approximately 800 sq.m. building, new 9.2 L/s raw water system and 6.0 L/s treatment system utilizing bio-membrane filtration.

 

Work will require new raw water mains, new distribution mains, new sewer mains, new natural gas and electrical lines to the building.

 

Work will include construction of new wells, directional drilling under existing roads and tree areas, topsoil removal to excavate for a new building and backfilling once structure is complete.  Total disturbed area to be less than 3500sq.m. The project will also require new raw water mains, new distribution mains, new sewer mains, new natural gas and electrical lines to the building.
