Albion Concrete Plant - Public Comments Invited
September 8th, 2025 – The Ottawa International Airport Authority must determine whether the proposed Albion Concrete Plant, located at the Ottawa International Airport is likely to cause significant adverse environmental effects.
To help inform this determination, the Ottawa International Airport Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project
The Ottawa International Airport Authority and Cavanaugh Concrete Ltd. are proposing to construct a temporary concrete plant at 4788 Albion Rd.
The Ottawa International Airport Authority and Cavanaugh Concrete Ltd. are proposing to construct a temporary concrete plant at 4788 Albion Rd. This 375m2 temporary ready-mix concrete facility will consist of the following processes and support units:
- Receiving of aggregate and sand;
- Storage and conveying of aggregate materials;
-Cement and slag delivery; and
- Silos and dust collector operations.
The Albion concrete plant will operate at a Facility Production Limit of up to 350,000 tonnes of concrete per year to service the local area.
