Sea Island Conservation Area East Dike Upgrade Project – Public Comments Invited
September 5, 2025 – The Vancouver Airport Authority, Environment and Climate Change Canada, Transport Canada, Vancouver Fraser Port Authority and Fisheries and Oceans Canada must determine whether the proposed Sea Island Conservation Area East Dike Upgrade Project is likely to cause significant adverse environmental effects.
To help inform this determination, the Vancouver Airport Authority, Environment and Climate Change Canada, Transport Canada, Vancouver Fraser Port Authority and Fisheries and Oceans Canada are inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project
The project consists of upgrading a 2.5 km long section of dike on northern Sea Island between Grauer Road and McDonald Road. Most of the land in the project footprint is within the Sea Island Conservation Area which is administered by Environment and Climate Change Canada via the Canadian Wildlife Service. Small portions of land within or adjacent to the project footprint are owned or administered by the Vancouver Fraser Port Authority and City of Richmond. Project funding has been provided by Transport Canada. Fisheries and Oceans Canada may issue an authorization for the project. Activities required for the project include clearing vegetation, placement of dike fill material, relocation of an existing drainage ditch and site restoration.
