Notice of intent to make a determination
Black River Waste Transfer Station – Public Comments Invited03/09/2025 – Indigenous Services Canada must determine whether the proposed Black River Waste Transfer Station located in Black River Reserve is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

A waste transfer station will be constructed for the community and will include two access road, a drop off ramp for with three bins for waste disposal, a truck turnaround area, installation of a fence, gate, and signs, an operator building, a bulky materials compound, and a designated area and sea containers for waste diversion of stewarded materials.
A minor portion of the transfer station will be located on the existing waste area which will be closed as part of this project. The existing waste will be consolidated into two piles and covered with compacted soils from the adjacent decommissioned lagoon cell dikes. The closure of the site will also include proper grading, seeding, drainage, fencing, signage and monitoring well installation.
