Notice of Determination

Surrey, B.C. – April 2, 2024 – The Vancouver Fraser Port Authority has determined that the proposed Barnston Ferry Terminal Repairs located at Port Kells, Surrey, B.C. is not likely to cause significant adverse environmental effects.

The determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Best efforts were made to consult with Katzie First Nation, Kwantlen First Nation, Kwikwetlem First Nation, Musqueam Indian Band, Semi  ahoo First Nation, and S'ólhTéméxw Stewardship Alliance. The comments raised were related to construction plans.

The project was posted to the Canadian Impact Assessment Registry on January 23, 2024 for public comment. One comment was received related to the impact on wildlife.

City of Surrey, Metro Vancouver, Columbia River Shake & Shingle Ltd., S & R Sawmills Ltd., and Council of Marine Carriers were notified. No comments were received.

Mitigation measures and/or permit conditions taken into account in making the determination include:

  • All works will be carried out in accordance with a construction environmental management plan
  • A construction notification will be distributed to Katzie First Nation prior to construction
  • Interested Indigenous groups will be invited to monitor and be present on the Project site
  • A qualified environmental professional will be retained to monitor works and activities

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
