Berth repairs for dolphins and caissons - PCT
Notice of Determination
Port Moody, B.C. – July 30, 2025 – The Vancouver Fraser Port Authority has determined that the proposed berth repairs for dolphins and caissons (Amendment 01) located at 2300 Columbia Street, Port Moody is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Best efforts were made to consult with Kwikwetlem First Nation, Musqueam Indian Band, S'ólh Téméxw Stewardship Alliance (STSA) through the People of the River Referrals Office (PRRO), Squamish Nation and Tsleil-Waututh Nation.
The port authority received comments during Indigenous consultation relating to underwater noise, marine mammals, water quality, vehicle and machinery idling and maintenance and spill mitigation. The conditions in the permit, including a requirement to adhere to the Construction and Environmental Plan, have addressed the comments.
The project was posted to the Canadian Impact Assessment Registry on April 1, 2025 for public comment. No comments were received.
Mitigation measures and permit conditions taken into account in making the determination include:
- Mitigation measures and permit conditions that were part of the project and environmental review of Project Permit PER No. 23-189
- All works will be carried out in accordance with a construction environmental management plan.
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
