Notice of Determination
Ottawa, Ontario – August 11, 2025 - Veteran Affairs Canada, Canadian Heritage, and the National Capital Commission have determined that the proposed project is not likely to cause significant adverse environmental effects.
This determination was based on a consideration of the following factors:
- impacts on rights of Indigenous peoples;
- Indigenous knowledge;
- community knowledge;
- comments received from the public; and
- technically and economically feasible mitigation measures.
Key mitigation measures taken into account for this determination include:
- Develop and implement:
- An erosion and sediment control plan.
- An emergency spill response plan.
- A soil management plan.
- A groundwater and surface water management plan, if required.
- Remove vegetation outside of the nesting season (April 8 to August 28) or alternatively ensure that a qualified biologist completes a survey to confirm that there are no active or protected nests are present in the area to be cleared.
- Undertake site reinstatement and replanting in accordance with the planting and landscaping plans.
Veteran Affairs Canada, Canadian Heritage, and the National Capital Commission are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
Therefore, Veteran Affairs Canada, Canadian Heritage, and the National Capital Commission may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
