South Airport Cargo Development Project
Notice of Determination
Richmond B.C. – July 30, 2025 – The Vancouver Airport Authority and Transport Canada have determined that the proposed South Airport Cargo Development Project is not likely to cause significant adverse environmental effects.
This determination was based on a consideration of the following factors:
- impacts on rights of Indigenous peoples;
- Indigenous knowledge;
- community knowledge;
- comments received from the public; and
- technically and economically feasible mitigation measures.
Mitigation measures taken into account for this determination are:
- Comply with the YVR Environmental Construction Standards.
- Prepare and implement a Construction Environmental Management Plan (CEMP) in advance of construction. The CEMP shall include the following subplans:
- Dust Management Plan
- Erosion Control Plan
- Emergency Spill Response Plan
- Comply with the YVR Environmental Quality Soil Relocation Standard. Conduct soil tests before excavation and relocation of soil.
- Prepare a Contamination Management Plan for management of any contaminated soils that may be disturbed by the project.
- Prepare and submit a Fisheries and Oceans Canada Request for Review in advance if any in-water works are required. Comply with DFOs Measures to Protect Fish and Fish Habitat.
- Vegetation should not be cleared during the bird nesting season of March 1 and August 31. If vegetation must be cleared in this period then a Qualified Environmental Professional should be retained to provide a bird nesting survey.
- Implement recommendations of the Archaeological Overview Assessment including training of all personnel involved in excavation and ground-disturbance work in Chance Find Management Procedures.
- Conduct a proactive communications program to advise the community of construction activities.
The Vancouver Airport Authority and Transport Canada are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
Therefore, the Vancouver Airport Authority and Transport Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
