Sturgeon Weir Water and Wastewater Upgrades – Public Comments Invited
July 29, 2025 – Indigenous Services Canada must determine whether the proposed Sturgeon Weir Water and Wastewater Upgrades project is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project
Peter Ballantyne Cree Nation (PBCN) is proposing to expand the current wastewater treatment lagoon system located within Sturgeon Weir Indian Reserve No. 205 in order to meet the 20-year design population of the community of Sturgeon Landing. The existing lagoon is located 1.4 km east of the community of Sturgeon Landing, and about 675 m east of the Saskatchewan/Manitoba border. Proposed works include the expansion of the two-cell facultative lagoon on approximately 7 hectares of land. Forested buffers will be maintained around the property edges where possible. Clay for the lagoon cell liner will be sourced from a borrow pit located approximately 3.5 km north of the existing lagoon.
The lagoon expansion project is on Manitoba crown land. Expansion of the existing lagoon requires approval from the Government of Manitoba under applicable acts and regulations. The existing lagoon is currently operating under an existing Environment Act licence and will continue to operate under the same licence following expansion.
PBCN is also proposing to upgrade and expand the current water treatment plant (WTP). The WTP be upgraded to include mechanical, treatment process, and electrical components, and a new standby generator and two new raw water wells will be added. The WTP upgrades take place within Sturgeon Weir Indian Reserve No. 205, Saskatchewan at the corner of Highway No. 967 and East Avenue.
