Notice of Determination

July 18, 2025 – ADM Aéroports de Montréal has determined that the Airbus project to construct a new aircraft parking lot at YMX Aerocity of Mirabel is not likely to cause significant adverse environmental effects by applying the mitigation measures planned for the project.

This decision is based on the following factors:

  • Mitigation measures that are technically and environmentally feasible below;
  • Community knowledge;
  • Knowledge and impacts on the rights of Indigenous peoples.

The mitigation measures considered in this determination are as follows:

Fauna and flora:

  • Prohibit cutting and disturbance of vegetation between April 15 and August 30.
  • Have the site examined by a biologist to validate the absence of an active nest prior to the disturbance of vegetation.
  • Identify active nests and a disturbance-free zone around nests protected under the MBCA.

Water quality:

  • Maintain and refuel machinery and store all petroleum products and hazardous materials more than 30 m from any water or wetland environment.
  • Prohibit access to equipment with oil leaks.
  • Use biodegradable oil for machinery operating within 30 m of any wet or water environment.
  • Maintain spill response equipment kits on site.
  • Develop and post a spill response plan on the site.

Soil quality:

  • Maintain and refuel machinery and store all petroleum products and hazardous materials on impervious surfaces.
  • Place a drip pan under generators or other tanks.
  • Manage soils in accordance with applicable laws and regulations.
  • Ensure the traceability of soil transported outside the site with Traces Québec.

Air quality, GHGs and noise environment:

  • Visually monitor dust emission.
  • Apply dust suppressant to unpaved areas.
  • Avoid idling machinery and truck engines.
  • Cover loads with tarps on trucks.
  • Limit the speed of vehicles to 15 km/h on the construction site.
  • Keep vehicles and machinery in good working order.
  • Clean public roads soiled by the works.
  • Ensure that equipment is equipped with mufflers in good working order.
  • Avoid banging the rear panels of dump trucks, or add noise-reducing components.

Accordingly, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out.
