Construction of various physical works for Gender Transformative Climate Adaptation – Public Comments Invited
April 11, 2025 – Global Affairs Canada must determine whether the proposed construction of various physical works for Gender Transformative Climate Adaptation, located in Chad and Cameroon is likely to cause significant adverse environmental effects.
To help inform this determination, Global Affairs Canada is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project
The project will reduce vulnerability to climate change and enhance the well-being of communities and their surrounding ecosystems in Lake Chad Basin region of Cameron and Chad. It is intended to increase capacity to absorb socio-economic shocks and stresses caused by climate change by promoting enhanced climate resilient livelihoods (i.e.: sustainable fishing, income generating activities and value chain development), based on the sustainable use of biodiversity, especially for women, girls, and other vulnerable groups.
The project activities include the follow types of physical works across 37 sites in Chad and 30 sites in Cameroon:
- Construction of storage warehouses
- Artificial ponds for rainfall collection
- Drilling of boreholes with solar electric pumps with water storage tanks
- Construction of water retention tanks for fish hatcheries
- Water drainage columns
- Construction of a livestock vaccination centre
- Water distribution network
