Site preparation for truck parking and storage – 12509 Industrial Road – Public comments invited
March 24, 2025 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Site preparation for truck parking and storage – 12509 Industrial Road, located at 1440 Columbia Street, North Vancouver, is likely to cause significant adverse environmental effects. Written comments to be received by April 22, 2025.
To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project
Tyam Excavation and Shoring Ltd. (Tyam) is proposing to undertake site preparation work on two parcels at 12509 Industrial Road in Surrey, BC. The project area includes the northern industrial site where a former gypsum board plant operated from approximately 1926 to 2010 and was demolished as part of the lease agreement exit requirement and the southern parcel that is bisected from the north by a rail line and is accessed from Industrial Road. The southern parcel included a former administrative office that was recently damaged by a fire and had to be demolished due to increased security and safety concerns. The demolition of the administrative office was issued a separate emergency works authorization in November 2024.
The applicant is proposing the following work:
- Removal of concrete foundations for the northern and southern sites (expected depth of 0.5 metres and volume of approximately 6,500 cubic metres)
- Clearing, grading, graveling and/or paving of the entire northern site (approximately 7,000 cubic metres of granular material)
- Capping of any existing utility connections
- Removal of any abandoned utilities
- Vegetation removal on the northern site
- Installation of temporary stormwater management – temporary treatment ponds with pumps on western side of north and south parcels to remove any water from work areas
- Installing perimeter fencing
The intended use for the site following site preparation would be for truck and trailer parking, equipment storage, and container storage. There are no additional construction activities being proposed prior to Tyam leasing the site.
Construction would be conducted during regular hours and take approximately 6 months to complete.
