Electric Vehicle Charging Stations Installation -– Public Comments Invited
February 18, 2025- The authority must determine whether the proposed Electric Vehicle Charging Stations Installation, located on Annacis Island, BC is likely to cause significant adverse environmental effects.
To help inform this determination, the authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project
The implementation of design and construction of electric vehicle charging stations to support the objectives of the government's greening strategy to transition the vehicle fleet to plug-in electric and hybrid vehicles on certain sites throughout the region. Ten (10) EVCS is proposed to be installed at the existing outdoor parking surface on ground level at the rear of the building.
Based on the asbestos reassessment completed earlier this year and the most recent hazardous material testing completed in November, 2024, (while waiting for the formal report to be released,) Project QEP confirmed no asbestos or lead materials associated with the project were disturbed.
The Civil work required for the project will consist of:
- Install new foundation to secure a new pad-mounted kiosk to house the new transformers and panel boards.
- Coring through interior walls for the routing of conduit from the electrical room to the outdoor parking surface.
- Trenching and excavating in front of existing pedestrian walkway in the back parking lot to accommodate the conduits and foundations mentioned above, as well as bollards, and pre-cast concrete blocks for the future chargers' installation. Rough area to be excavated is about 0.6m wide x 0.6m deep x 35m long (less than 20m3 in volume total) as indicated as blue hatch area on attached plans.
- Installing wall-mounted signage and painting stalls for identification of EV stalls.
- Repairing parking curbs and asphalt surfaces afterward.
- Fireproofing and waterproofing all building penetrations.
This site has a history of soil contamination and soil sampling & testing will be conducted during implementation.
