Hartley Bay Ring Road – Public Comments Invited

 

January 21, 2025 – Environment and Climate Change Canada and Indigenous Services Canada must determine whether the proposed Hartley Bay Ring Road, located on Kulkayu Indian Reserve (IR) No. 4 and Kulkayu IR No. 4A, is likely to cause significant adverse environmental effects.

 

To help inform this determination, Environment and Climate Change Canada and Indigenous Services Canada are inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

Gitga'at First Nation is planning to construct a road which rings the Hartley Bay community, linking the community barge ramp to the newly constructed Upper Lake Road and Malsey Bay road. The construction of a ring road will improve access around Hartley Bay, movement of materials, function as a fire break, and an emergency egress route.

 

The proposed ring road is 1148.8m long, with an approximate 20m wide limit of cut (right-of-way). The proposed ring road would parallel an existing road right-of-way and fire break for the majority of its length. The road will require 11 culverts, where the road alignment crosses drainages and non-fish bearing stream channels as well as a 21.336m all steel portable clear spanning bridge constructed over the fish bearing Gabion River.

 

The proponent has applied to Environment and Climate Change Canada for a Species at Risk Act permit under section 73(3).
