Berth 2 Shiploader and Sheetpile Wall Replacement - Neptune Bulk Terminals
Notice of Determination
North Vancouver, B.C. – October 18, 2024 – The Vancouver Fraser Port Authority has determined that the proposed berth2 shiploader and sheetpile wall replacement - Neptune Bulk Terminals located at 1001 Low Level Road, North Vancouver, BC is not likely to cause significant adverse environmental effects.
This determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Mitigation measures taken into account for this determination are:
- Activities will be carried out in accordance with the construction environmental management plan
- A qualified environmental professional will be retained to monitor works and activities with the potential to negatively affect fish or fish habitat
- The permanent loss of fish habitat will be offset by constructing a rock reef within the mouth of Lynn Creek Estuary and additional offsite offsetting in compliance with a valid Fisheries Act Authorization
- Certain activities outside of regular work hours will be carried out in accordance with the extended hours of work plan(s) and no impact pile driving activities will be taking place outside of the standard construction hours
- The barge and other support vessels will be prevented from grounding on the foreshore and seabed or otherwise disturbing the foreshore and seabed
- A monitoring plan and annual hydrographic survey will be conducted to monitor change in sedimentation and currents in the areas surrounding Lynn Creek habitat
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
Therefore, the Vancouver Fraser Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
