Fraser Mills Foreshore Improvements - Amendment 02 – Public comments invited

August 13, 2024 As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Amendment to PER No. 19-074 - Fraser Mills Foreshore Improvements , which spans the waterfront adjacent to 2 King Edward Street, Coquitlam is likely to cause significant adverse environmental effects.

To help inform this determination and a decision on whether or not to approve the proposed amendment, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed amendment

Fraser Mills Properties Ltd. (the Permit Holder) under the existing permit PER No. 19-074 is planning to undertake approximately 800 metres of foreshore improvements, which includes landscaping, habitat planting, stormwater improvements, and modifications to the existing 90-metre-long wharf.

The Permit Holder has requested an amendment to PER No. 19-074 to add additional scope components relating to the existing wharf improvements to meet new building code requirements and ensure structural integrity of the wharf, including:

    • Replacement and extension of a sheet pile wall debris barrier and an addition of a debris boom, including approximately 6 steel pipe piles
    • Installation of a concrete retaining wall at the top of the riverbank, approximately 100 metres long
    • Installation of a sheet pile wall, approximately 90 metres in length, within the bed of the river in front of the wharf
    • Placement of approximately 805 square metres of riprap beneath the wharf within the intertidal and subtidal area including subsurface ground improvements as needed.
    • Placement of approximately 965 square metres of aggregate fill and dredged sand beneath the wharf in the intertidal and subtidal area including subsurface ground improvements as needed.
    • Creation of an intertidal marsh, approximately 275 square metres and a tidal channel, approximately 88 square metres, beneath the wharf

The Permit Holder is also requesting to extend the expiry date of the permit as a precautionary measure and to undertake works outside standard construction hours to accommodate the low tide schedule.
