OTTAWAAugust 7, 2024 Global Affairs Canada has determined that the proposed project of Construction of 6 incineratorsis not  likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • community knowledge;and
  • technically and economically feasible mitigation measures.

Mitigation measures taken into account for this determination are:

  • Strict application of WHO standards for biomedical waste management to avoid health and environmental risks
  • Build the capacity of health and hygiene staff and laborers assigned to cleaning, waste collection and disposal on the use, operation and efficient management of biomedical waste and incinerators..
  • Use pyrometric rods to control preheating and incineration temperatures (850°C/1100°C) in order to obtain toxic equivalent emissions of less than 0.1ng (TEQ7) /m³ of dioxins and furans, in line with the Stockholm Convention (WHO standards.
  • Digestion pits should be built at least 5 m above the water table to avoid any risk of groundwater contamination, especially in sandy soils;

Global Affairs Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, Global Affairs Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
