Canola oil transload facility – DPW Fraser Surrey – Extended Hours – Public comments invited

June 12, 2024 As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Canola oil transload facility – DPW Fraser Surrey – Extended Hours, located at 11060 Elevator Road, Surrey is likely to cause significant adverse environmental effects. Written comments to be received by July 11, 2024.

To help inform this determination and a decision on whether or not to approve a request for extended construction hours for the project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project

DP World Canada (the Applicant) is responsible for the completion of the Canola oil transload facility currently under construction at the terminal. They have requested permission to conduct certain works outside of regular construction hours, as follows:

Trenchless Crossing - Tunneling operations under DP World rail lines, Southern Railway rail lines, and Timberland Road North. 24-hour operation Monday to Sunday including statutory holidays;

Non-Destructive Examination (NDE) – Construction related testing of canola tank welds using radiography. Occasional (1-2 times per week) NDE activities (radiography) of tank welds occurring from 8:00 pm to 1:00 am.
