Construction and rehabilitation of infrastructure to improve the capabilities of the Haitian National Police

Notice of Determination  

 

Ottawa – March 19, 2024 – Global Affairs Canada has determined that the proposed Construction and rehabilitation of infrastructure to improve the capabilities of the Haitian National Police is not likely to cause significant adverse environmental effects 

This determination was based on a consideration of the following factors: 

  • impacts on rights of Indigenous peoples;  

  • Indigenous knowledge; 

  • community knowledge; 

  • comments received from the public; and 

  • technically and economically feasible mitigation measures. 

Mitigation measures taken into account for this determination are:  

  • If several large trees are felled, replace them elsewhere on the site to avoid deforestation 

  • Install runoff drainage structures to reduce the risk of surface erosion. 

  • As far as possible, avoid felling trees in the vicinity of selected areas to prevent deterioration in effluent quality, 

  • Reinforce the existing fence to make it solid and as little permeable to water as possible, backfill the site courtyard to create a difference in level between the site and the natural ground (level 0), and consider cleaning up the existing drainage channels, particularly in the Rue Pavée where the site is located, to avoid the risk of flooding by surface water, 

  • Take into account the low upper water table in the various works to be carried out in order to mitigate the high risk of contamination of groundwater resources. 

  • Carry out work while taking into account the low water table to avoid, as far as possible, pollution of the latter by solid and liquid waste, particularly excrement and urine.  

  • Provide workers and users with mobile toilets to avoid pollution from urine and excrement. 

  • Draw up and implement a waste management plan before work starts, to avoid contamination by solid waste and chemicals. 

  • Ensure the suitability of technicians in carrying out photovoltaic system installation work to avoid the risk of fire outbreaks from photovoltaic system installations.  

  • Make workers aware of the risks associated with the use of certain products and ensure the implementation of protective measures.  

  • Equip workers with personal protective equipment (helmets, gangs, vests, goggles, etc.) and require them to wear it to ensure their Health and Safety: everywhere on the worksite, 

  • Encourage local recruitment, i.e. in the communities surrounding the site,  

  • Allow as many people as possible to work - organize fortnightly staff rotations, for example, to reduce tension and protests on site. 

 

Global Affairs Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects. 

Therefore, Global Affairs Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
