Ottawa - 8 Dec 2023 - Global Affairs Canada has determined that the proposed project: Power to Choose is not likely to cause significant adverse environmental effects. 

This determination was based on a consideration of the following factors: 

-technically and economically feasible mitigation measures. 

Mitigation measures taken into account for this determination are: 

  • Identify environmental risks and opportunities of planned construction. 

  • The design and positioning of the wells in relation to the various waste pits ensure that the drilling will be located upstream of the pits, at a minimum distance of 35 m from them.  

  • The groundwater will be protected by ensuring that the bottom of the various waste pits will be located at least 1.5 m above the highest level annually. 

  • All the boreholes in the targeted health institutions have a significant flow rate greater than or equal to 5 m3/h with good water columns, which will be more than enough to meet the needs. 

  • Take into account the location of the incinerator and its proximity to populated areas, ensuring that the fume stack is 6 m tall and measures to taken to ensure the preheating and incineration temperature are reached to minimize the release of toxic emissions. 

  • Build capacity of health personnel on the use, operation, and effective management of biomedical and hazardous waste, incinerator operation, and proper maintenance of sanitary facilities. 

Global Affairs Canada is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. 

Therefore, Global Affairs Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
