Notice of Determination for Pelican Lake First Nation 191 A, B, C, D Gasification Project

September 11, 2023 - Indigenous Services Canada has determined that the proposed Pelican Lake First Nation 191 A, B, C, D Gasification Project is not likely to cause significant adverse environmental effects.

The determination was based on a consideration of the following factors:
-upgrading to have available natural gas servicing will benefit the First Nation's economic development opportunities. As well, Pelican Lake's membership will benefit from this improvement on reserve.
-no comments were received from the public about the project
-mitigation measures are required for the project
-final drawings of all servicing will be provided once this has been finalized

 

Implementation of the following mitigation measures are required for the project:
-all work under the blanket permit will adhere to SaskEnergy's Environmental Protection Standards.
-all work will be carried out in accordance with the Migratory Bird convention Act and applicable regulations.
-Projects that have the potential to impact Species at Risk, fish or fish habitat will be submitted for review under a separate application.
-All applicable federal, provincial and municipal permits will be obtained before undertaking any work if any potential impacts. After permits are obtained, copies will be provided to Indigenous Services Canada.
-All waste materials will be disposed of in an environmentally responsible manner and in accordance with provincial and municipal legislation.
-Careful maintenance and monitoring of all equipment will be carried out to minimize the risk of spills or leaks of petroleum based products. Refueling is done at lease 30m from water body and on impermeable surface. The contractor will have an emergency response plan to manage fuel spills. All spills must be reported to relevant federal, provincial and municipal government departments.
-All equipment must be properly maintained and equipped with standard air emissions equipment.
-Projects which Pelican Lake requests additional engagement or is of a scale that reasonable warrants wider engagement will be submitted under a separate application, outside the blanket permit.

 

Indigenous Services Canada is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
