Ottawa – November 14, 2023 The National Research Council (NRC) and the National Capital Commission (NCC) have determined that the proposed Revitalization of the Advanced Electronics and Photonics (AEP) Fabrication Facility (NRC, Ottawa, Ontario is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Mitigation measures taken into account for this determination are:

  • Erosion and sediment control plan
  • Clearing limits
  • Traffic area stabilization
  • Perimeter protection
  • Soil and construction debris stockpile cover
  • Catch basin and inlet protections
  • Dust control
  • Buffer zones, preservation of natural vegetation
  • Ground disturbance, soil and groundwater management plan
  • Hazard prevention measures for accidents and malfunctions
  • Archeological resources review
  • Wildlife mitigation (bird-friendly design consideration)
  • Flora mitigation (tree compensation plan)
  • Invasive species control plan
  • Noise pollution plan

The NRC and the NCC are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the NRC and the NCC may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
