Construction of 15 incinerators in the health districts of Sagabari, Sefeto, Diema and Yelimane in the Kayes region

Ottawa – October 3, 2023 – Global Affairs Canada has determined that the proposed construction of 15 incinerators in the health districts of Sagabari, Sefeto, Diema and Yelimane in the Kayes region, Mali is not likely to cause significant adverse environmental effects.
This determination was based on a consideration of the following factors:
- Technically and economically feasible mitigation measures.
Mitigation measures taken into account for this determination are:
- Strict application of ICRC and WHO standards for biomedical waste management.
- Build the capacity of health and hygiene staff and laborers assigned to cleaning, waste collection and disposal on the use, operation and effective management of biomedical waste, incinerator management and proper maintenance of sanitary facilities.
- Ensure that a mechanism is in place to control preheating and incineration temperatures (850°C/1100°C) to achieve toxic equivalent emissions of less than 0.1ng (TEQ7) /m³ of dioxins and furans, in compliance with the Stockholm Convention (WHO standards).
Global Affairs Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.
