Ottawa – January 4th, 2023 – Global Affairs Canada has determined that the project of Construction of 8 incinerators and 10 water supply systems in the health districts of Kayes, Bafoulabé, Kita and Sikasso in the Kayes and Sikasso Regions, Mali is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

• Technically and economically feasible mitigation measures.

Mitigation measures taken into account for this determination are:

• Identify environmental risks and opportunities of planned construction.
• Control the flow of water used, fully understand the flows and effects directly associated with pumping, and implement mechanisms to control pumping and/or increased access to other water sources.
• Prevent contamination of deeper aquifers by avoiding hydraulic connections between shallow and deep systems.
• Take into account the location of the incinerator and its proximity to residential areas, ensuring that there is a mechanism to control the preheating and incineration temperature (850°C/1,100°C) to obtain a toxic equivalent emission of less than 0.1 ng (TEQ7)/m³ of dioxins and furans.
• Build capacity of health personnel on the use, operation, and effective management of biomedical waste, incinerator management, and proper maintenance of sanitary facilities.

Global Affairs Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, Global Affairs Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
