Cliff Park & Escarpment Stabilization – Public Comments Invited

December 22, 2022– The authorities must determine whether the proposed Cliff Park & Escarpment Stabilization, located in Ottawa, ON is likely to cause significant adverse environmental effects.

To help inform this determination, the authorities are inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

The primary objective of the project is to stabilize the escarpment north of the Supreme Court of Canada Building (SCCB), located at 301 Wellington Street, in Ottawa. It is intended that this work be completed prior to a major SCCB rehabilitation anticipated to begin in the summer of 2024. The project area is generally bounded by the Ottawa River to the north, the SCCB to the south, the Cliff Street Central Heating and Cooling Plant to the west and the parking lots located within the Bank Street Valley to the east.

The continued deterioration and destabilization of the  escarpment located behind the SCCB, as well as the deterioration of a late 19th century section of wall surrounding Cliff Park, are posing considerable Health and Safety concerns and risks to users of both the Cliff Park and the National Capital Commission's (NCC) recreational pathway along the Ottawa River at the toe of the escarpment. The project work will involve long-term stabilization of the rockface (scaling, installing rock anchors, barriers and fencing, shotcrete and wire mesh, as well as removal of debris, invasive vegetation and of the temporary concrete box tunnel) and of complementary works in the Cliff Park (removal of the old parapet wall and of the invasive non-native Norway Maple trees, construction of a new retaining wall and installation of sub-surface drainage).
