Shellburn Berthing Dolphin Replacement Project – PER No. 20-012-05 – Extension – Public comments invited 

December 20, 2022 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Shellburn Berthing Dolphin Replacement Project – PER No. 20-012-05 – Extension, located on the south shore of Burrard Inlet in Burnaby, B.C., is likely to cause significant adverse environmental effects. Written comments to be received by January 18, 2023

To help inform this determination and a decision on whether or not to approve the proposed amendment, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed amendment 

Shell Canada Products Ltd. proposes to carry out physical activities related to the replacement of four existing berthing dolphins and the installation of a fifth berthing dolphin at the Shellburn facility up until February 28, 2024. This would require an extension to the approved project permit (PER 20-012-04), which has an expiry date of June 30, 2023. 

In-water works have been planned to occur during least-risk windows for the protection of fish and fish habitat in 2020-2021, 2021-2022, and 2022-2023. Based on the latest schedule, a fourth in-water construction season is needed to complete the project. There are no changes to construction activities or the scope of the work outlined in the approved permit (available here).
