Extension to the expiry date of the approved Fraser Grain Terminal – Grain Export Facility (Project Permit No. 15-041) – Public comments invited

November 29, 2022 As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Extension to the expiry date of the approved Fraser Grain Terminal – Grain Export Facility (Project Permit No. 15-041), located at 11041 Elevator Rd, Surrey, B.C., are likely to cause significant adverse environmental effects. Written comments to be received by December 30, 2022.

To help inform this determination and a decision on whether or not to approve the proposed amendment, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed amendment

The permit holder, Parrish & Heimbecker Ltd. has requested an extension to the expiry date of the approved project permit (PER No. 15-041) by a period of 24 months. The original permit approved the construction of a new grain export facility at 11041 Elevator Road, Surrey, BC. 

The approved Project is comprised of grain storage silos, three shiploaders, semi-loop rail track, rail unloading station, off-site rail track extensions, dust suppression system, conveyor equipment, truck and railcar loading facility and ancillary buildings. This extension would allow the works to occur up to November 31, 2024.
