New Dock Installation – 184 Turtlehead Road, Belcarra, BC – Public comments invited 

September 15, 2022 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed New Dock Installation – 184 Turtlehead Road, Belcarra, BC is likely to cause significant adverse environmental effects. Written comments to be received by October 14, 2022. 

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project 

The proposed project is for a new recreational dock at 184 Turtlehead Road, Belcarra, BC. The proposed dock will include the following features:  

• An approximately 5 square metre fixed dock comprised of a concrete column and wood beam secured to granite rock to support the gangway 
• An approximately 1.2 metre wide by 15 metres long engineered aluminum gangway 
• Approximately 30 square metre pre-fabricated moorage float (dock) made of an aluminum frame with foam-filled billets under cedar or composite decking 

An existing float has been towed off site to a new location. The fixed dock will be constructed above high water mark for attachment of the gangway and is located outside the Vancouver Fraser Port Authority's jurisdiction. The concrete column will be cast in pace with mitigation measures implemented to prevent uncured concrete from entering the aquatic environment. The gangway, float, and two pre-cast concrete anchor blocks will be delivered and towed to the project site. A crane barge will be used to lift the access ramp into place and lower the anchor blocks on the seabed. The float will be held in place with the two anchor blocks and two shore anchor pins using galvanized mooring chain. The chain will be secured to the float, anchor blocks, and anchor pins by divers.  

No vegetation is required to be removed or disturbed. Works will be carried out within the fisheries least risk window for Burrard Inlet.  

Should the project be approved, works are expected to take approximately four days to complete.
