Public Comment Period on Intent to Make a Determination
Construction of a New Ground Based Air Defence (GBAD) Facility

July 7, 2022 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) plans to construct infrastructure for the GBAD project at the 5th Canadian Division Support Base (5 CDSB) at Gagetown, New Brunswick. Proposed construction is estimated to begin in summer 2023. A site near Nashwaak Avenue and Ganong Street is the location selected for the construction of the new facility. The expected footprint of the GBAD infrastructure will be approximately 10,000 m2.

The purpose of this project will be to construct a facility to provide operational support and training of the newly acquired Army capability, along with all ancillary and utilities infrastructure, at the coordinates noted above and will include the following activities:

  • Grade and site preparation work including clearing, grubbing, grading and drainage of the immediate area of the proposed GBAD site;
  • Construction of access road(s);
  • Construction of GBAD facility; and
  • Extension of utility lines from existing source to GBAD site.

Traffic will increase during the construction of the GBAD facility, and once built and operational, the site will be active to personnel, equipment and vehicular activity.
