Beardy's & Okemasis Cree Nation Sewage Lagoon and Pumping Station Upgrades- Public Comments Invited

May 13, 2022 - Indigenous Services Canada must determine whether the proposed Beardy's & Okemasis Cree Nation Sewage Lagoon and Pumping Station Upgrades, located at Beardy's and Okemasis IR No. 96 & 97 is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

Proposed Sewage Lagoon - SE24-44-03-W3M & NE13-44-03-W3M
Proposed Sewage Pumping Station No. 1 - Lot 21 Block 5 SE13-44-03-W3M
Proposed Sewage Pumping Station No. 2 Electrical Building - Lot 1 Block 10 SE13-44-03-W3M

This project includes upgrades to the community's sewage infrastructure including a proposed sewage lagoon, proposed sewage pumping station, and proposed sewage pumping station electrical building. The sewage lagoon will be a two cell facultative lagoon and include an access road upgrade and the replacement of a sewage force main. The purpose of the project is to upgrade the community's sewage infrastructure to meet the needs through to the year 2040.

Proposed Sewage Lagoon - proposed to replace the existing sewage lagoon which is leaking and does not have the capacity to meet future demands. The lagoons facultative cell will have a minimum size of 4.69 hectares while the storage cell will have a minimum capacity of 141,594 cubic metres. The lagoon will have an expected lifespan to 2040.

Proposed Sewage Pumping Station No. 1 - proposed to replace the existing sewage pumping station No. 1 which is in poor condition and does not have the capacity to meet future demands. The building will be 49 square metres and have a minimum capacity of 14.7 L/s and expected lifespan to 2040.

Proposed Sewage Pumping Station No. 2 Electrical Building - proposed to be located next to the existing sewage pumping station No. 2 which is in good condition and has the capacity to meet future demands. The electrical building will be 38 square metres, constructed to house electrical components and the standby generator, and have an expected lifespan to 2040.

Lagoon Construction including earthworks, road construction, liner installation, and landscaping components
Building Construction including earthworks, structural, mechanical, electrical, and architectural components
Decommission existing Sewage Lagoons and existing Sewage Pumping Station No. 1

General Construction Waste (construction phase) - Contractor shall implement a Construction Waste Management Plan which outlines material streams, recycling haulers and markets, alternative waste disposal, landfill materials, landfill options, material handing procedures, and transportation for construction wastes
