Notice of Determination 

Delta, B.C.April 11, 2022– The Vancouver Fraser Port Authority has determined that the proposed New Potash Export Project – Westshore located at located at Westshore Terminals,1 Roberts Bank, Delta, B.C. is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors: 

  • Impacts on rights of Indigenous peoples  
  • Indigenous knowledge 
  • Community knowledge 
  • Comments received from the public 
  • Technically and economically feasible mitigation measures 

Mitigation measures taken into account for this determination are:  

  • Activities will be carried out in accordance with the construction environmental management plan 
  • A qualified environmental professional will monitor the project to ensure that the works are carried out in compliance with all the permit conditions 
  • A Marine Mammal Observer shall be present at all times during in-water pile driving activities and shall monitor marine mammal presence 
  • A cetacean exclusion zone will be established and implemented during in-water works 
  • Acoustic monitoring will be conducted during pile driving activities 

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. 

Therefore, the Vancouver Fraser Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
