March 28, 2022 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) has proposed to replace the existing Aqueous Film Forming Foam (AFFF) Lagoon at Canadian Forces Base (CFB) Greenwood in Greenwood, Nova Scotia. Work will generally consist of the construction of a new AFFF vault storage structure, the installation of the required infrastructure to direct AFFF discharged by the fire suppression systems at 11 Hangar and 14 Hangar to the new AFFF vault storage structure, including connecting to the existing drainage system so the flow is redirected from the existing AFFF lagoon to the new storage structure, and associated site reinstatement activities. The proposed AFFF vault storage structure will consist of an enclosed concrete vault sized to suit the capacity of a one-hour AFFF discharge from 14 Hangar, the largest AFFF fire suppression system to be serviced by the new storage structure. The removal of the existing AFFF Lagoon and existing underground infrastructure connecting 11 Hangar and 14 Hangar to the existing AFFF lagoon is not included in the project. The proposed location for the new AFFF vault storage structure is the wooded area to the east of the existing AFFF Lagoon, northeast of 14 Hangar, and across on Schooner Drive. Work will be completed on DND property, within the Airfield Operations Zone (AOZ). It is anticipated the project will consist of various activities including site preparation, removal of trees and vegetation, construction, excavation, trenching, backfilling, soil management, and site reinstatement activities (e.g., landscaping).
