Notice of Determination

Winnipeg, Manitoba – March 23, 2022 The authorities (Winnipeg Airports Authority and Transport Canada) have determined that the proposed East Side Air Cargo Development at Winnipeg Richardson International Airport (YWG) project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Mitigation measures taken into account for this determination are:

  • The contractor(s) must comply with the project's Environmental Procedures document
  • The contractor(s) must submit and comply with the following approved plans:
    • Construction Waste Management Plan
    • Storm Water Pollution Prevention Plan
    • PCB management and emergency response plan
    • Asbestos Remediation Plan
    • Hazardous Material Spill Management Plan
  • The contractor(s) is to submit daily work summaries and weekly site observations
  • Mitigation measures specific to:
    • Air quality
    • Non-Hazardous/Hazardous Waste
    • Noise
    • Soils and groundwater
    • Surface water
    • Wildlife and vegetation
    • Human health and safety

The authorities are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the authorities may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
