New Potash Export - Westshore – Public comments invited 

November 15, 2021 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed New Potash Export - Westshore, located at Westshore Terminals,1 Roberts Bank, Delta, BC. is likely to cause significant adverse environmental effects. Written comments to be received by December 14, 2021.

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project 

This application is for upgrades to the existing Westshore Terminal facility to use a portion of the site for potash export, with a capacity of 4.5MMT per year.  

In order to incorporate potash operations, upgrades at Westshore Terminals will be required, which will broadly include:  

  • A new potash storage building, including tripper conveyor and portal reclaimer located on the northwest corner of the site  
  • A new enclosed potash railcar dumper on the south side of the site, adjacent to the existing dumpers 
  • Modifications to the existing inbound rail system to include a new section of rail to connect the new railcar dumper to the existing inner rail loop  
  • A new enclosed gallery style conveyors and transfer towers to transport potash to Berth #2 
  • Dust collectors at conveyor transfer points  
  • Modifications to or replacement of the existing Berth #2 shiploader feed conveyors  
  • Removal of 2 existing quadrant-style shiploaders at Berth #2 
  • Installation of 2 new dual-purpose shiploaders at Berth #2 to allow both potash and coal handling 
  • Installation of spout changeout towers at Berth #2 
  • Electrical infrastructure and upgrades; and  
  • Civil infrastructure and upgrades.
