Highway 165 Grade Raise near Beauval, SK - Public Comments Invited

April 13, 2021 - Indigenous Services Canada must determine whether the proposed Highway 165 Grade Raise located near Beauval, SK, is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

 The Proposed Project

The Saskatchewan Ministry of Highways (Ministry) desires to complete road work to mitigate future flooding on a roadway near Beauval, Sk. This work consists of a grade raise and associated widening (i.e. notching and extending the side slopes) on the main road with additional surfacing with a base, and asphalt concrete. The majority of the widening will be contained within the existing right-of-way (ROW), however, a small expansion to the existing ROW is required to fit a new embankment. The side slopes of the grade raise will be protected from erosion with the installation of hard armouring using rip-rap, tied concrete blocks, or other means, which will be keyed into place and extend above the high-water mark. The proposed work will increase safety on a roadway that is prone to flooding.

Project activities include: roadway embankment, fill material, stockpiles and laydown areas will be determined by the Contractor selected to do the work, which may occur at an existing Ministry yard or at a nearby landowner's yard (i.e. once an agreement is in place). The location of a mobile asphalt plant will also be selected and maintained by the Contractor awarded this Project. This plant will be subject to Ministry and provincial requirements. No culverts occur within the area and it is anticipated that no additional culverts will be installed. Minimal construction waste will be generated, which are expected to be deposited in the Beauval landfill.  No hazardous waste is expected to be generated by this project.
